Set out all of your expectations in writing with clear deadlines and clear consequences for failing to meet those deadlines. That means also laying out all of your expectations, the scope of the thing you're commissioning, their rights and expectations and yours as well. If they don't have an agreement, make one or don't do business with them. Simple as. When you have that agreement, enforce it. Backpedaling or "working with them because you feel bad for their situation" or whatever just leads to more missed deadlines, worse product, and leads them to further disrespect your time, money and own deadlines.
