I have Motag under the ice cap which is closer to the highest point of the country (although the foreigner entrance to the underground city might be located quite far away in a more habitable place) while Gwangmul being at where rivers converge sounds nice to me! As for the White City I meant for it to be next to an underground portion of the Alph river. I chose the upper one since that puts the city a bit further away from Gwangmul
