Also, while it's not made super-clear, presumably Sora is with Coco in the time period between the battle and Coco's kidnapping of Anon near the end of the chapter (and thus cannot visit Anon in this time).This all leads me to think it is in fact
Matsuri. The character in this section
is fleeing Coco in chapter 1, and even makes eye-contact with Anon. These two actions are not possible for
Sora, on account of her location (within the castle). Also, a further key detail about her appearance is given:
>Lacking at best in terms of skill…and bosom.Again, this indicates it's
Matsuri. The physical appearance and circumstances recalled all seem to support this, but her character doesn't at all.
Matsuri generally doesn't act like a mature, but lovesick young lass, dreaming of the day she meets her hero. Even if you get past the general character differences, you still have to account for the quote earlier:

Matsuri, nor does he ever even make a declaration that he's fighting for the people. He claims to exclusively be protecting
Princess Sora. Even worse, Anon never so much as notices
Matsuri amongst the fleeing crowds in the first chapter, not even enough to mentally comment on someone of her appearance (unlike his explicit mention of Shion).
Any eye contact he made would be coincidental at best, and not akin to an attempt to actively look at her. As such, from where does
Matsuri get the idea that Anon is fighting to defend her?
