But I'll throw you a bone here - if you wanna fix issues with Picture-in-Picture, I personally have never had issues with Chrome PIP and Windows File Explorer. It sounds like it may not be an issue with your browser so much as with some setting issue. It may be worth asking on /g/ or stackexchange just because this isn't something that normally happens as far as I'm aware.
