probably, I don't know, I ain't that tech-savvy. Obviously he also uses his phone when he's not at work, otherwise the data on a Saturday and Sunday wouldn't make sense, hence the title "phone posting" and not "work posting".

And I get it, it's 4chan, take a joke etc, but he's purposefully being a dick whilst claiming that he doesn't do anything wrong.
