There's going to be many more applicants in that talent pool that have years of experience and success already, and they'll always be safer to go with. To use my previous examples, the talent pools that Tsunderia and PRISM Project are picking from are lower quality on average, so there are more openings for untested talents.
tl;dr There's no official number filter, but it's pretty natural that chuubas with numbers tend to get more corpo spots than literal nobodies.
