Like does he not know that the reason there aren't more backend people is because neither cover nor anycolor want to pay for that? They publicly list salary and it's not much above minimum. They require constant work and like most companies in Japan, unpaid overtime. Ideally they want people who speak English and Japanese and who live in Japan AND are willing to work for way below what the average translation job pays because they need lots of people to fill every gap.
It's not like he's saying anything that the companies themselves don't already know. They literally have listings for jobs for backend shit. Nobody is interested in doing it because of the shit pay and tough requirements.
What needs to happen is western subsidiaries need to be opened where western chuubas won't have to deal with the constant bullshit hierarchies of permissions that have to be granted for every tiny thing. Brave Group did this and are way better off for it.
This would not only reduce the amount of bilinguals needed in the backend but would satisfy a lot of chuubas who are burned out.
Of course though, no jp company is gonna do that because that would mean paying people an actual decent wage and not relying on "honorable unpaid overtime"
