It basically natively upscales the original image that you generated, so in your case from 576 x 704 by whatever the upscale by value is, while adding detail. Models are trained by 512x512 images, so natively generating images high than 512x512 causes weird abnormalities. Highres fix is there to generate high resolution images while trying to fix that issue.
