Japanese people respect the stream rules that are made by the chuuba, and EN viewers do not.
There's a reason why the only "bans" that are handed out in JP streams are usually to tourists, and spammers are almost 99% of the time not part of the fanbase of the streamer they are spamming.
If the JP fanbase has issues with their streamer, the flaming usually happens on twitter or in the comments section of VODs, since those posts are most permanent than a simple chat or SC in a stream (and of course in 5ch).
Only in the EN streaming sphere do you have long time members/subs deciding to shit on the streamer directly for whatever reason, and start spamming/trolling in live chat if they don't get their way.
There's also the homobeggar problem, but that's because most of EN chat doesn't read the stream rules.
90% of them aren't even aware it exists.
All it would take is one (1, ONE) HoloEN chuuba just showing pic rel ON STREAM, pointing out that "bringing up other streamers out of nowhere is breaking the stream rules and a bannable offense" without naming anyone specific.
You'll see that shit die down in no time.
