I think Chilly Makes Music ended making two tracks for the PRHVL Bop (one of the few safe zones in the game, very nice to chill in with party members), but Miro liked both of them so much he left them on one track to play in the area on loop. Both fit the bar/restaurant/secret resistance hideout well, hence Lost Haven (which like you said is more lo-fi neo soul) and Shillings that starts around 3 minutes+ which is jazzy, hehe
