>>90621248The Hotwheels expansion is supposedly a confusing mess progression-wise and it's only something worth getting if you enjoyed the Hotwheels stuff in FH3. The rally adventure one adds a new area to play around in but you can just make your race tracks with the EventLabs feature if you're bored of the base game map. The car packs are purely up to taste and I don't think any of them are meta in multiplayer if that matters to you.
