The only reason Maryland stayed in the Union is that Lincoln suspended Habeas Corpus and (unlawfully) arrested prominent pro-slavery politicians in Maryland, meaning they couldn't be involved in campaigning, either for their causes or themselves.
D.C. is where it is because it was meant to be "central," which is geographical (in reference to the 13 colonies), not political or cultural. Virginia and Maryland *were* culturally Southern at the time, but this distinction on Maryland remaining in the Union is the only reason it isn't fully considered "the South."
