Matsuri may be content to watch people she likes from a distance, but that's no indication that Pomu feels the same and wouldn't take the opoprtunity to be in the same group as Henya if the opportunity arose. Not everyone feels the same, but especially not two people raised in wildly different cultures.
-HoloEN x VShojo collabs existing works both ways. You could argue it means she's able to still hang out with Mata and Henya if she's in Holo. You could also argue it means she can continue doing HoloEN collabs while in VShojo like Henya already has with Ina. And the stuff Mata's been hinting towrds doesn't sound like it's one-offs or once a week things. If she wants to tag along for Mata doing entire playthroughs of MGS games that's regular appearances that would have to be signed off on and not just one-off collabs every month.
-She's also just a fuckin weeb. Weebs want to learn Japanese. She loves tons of idols and would love to be able to hold more regular conversations with them if the chance arose. There's many reasons to want to learn things in Japan beyond training for a job.
The only thing Hololive offers her over VShojo is a heavier emphasis on idols. But Pomu's a human being, not a caricature. Idols are only one facet of her interests. Meanwhile the advantages that VShojo offers over Hololive are colossal in comparison, namely owning your own IP, no longer needing to deal with Japanese corpo autism and permissions, and not having any restrictions on what she does. A fucking MGS3 remake is coming out and she's going to be all over that and there's no question of whether or not she'd be able to play it day 1 while in VShojo. All that AND she can still do concert stuff. They won't be as flashy as Holo's, sure, but they still happen and there's no autistic corpo red tape involved in pulling it off.
