If no, then you are using a BRAND account, what is that? Personally, I'm not sure why it exists either, google is weird as fuck

You need to open a personal channel that may initially start with the first and last name attached to your actual gmail account, go to the top right corner in youtube and hit switch account, there you may see you either do have a channel already under your personal email and forgot or you might need to make one fresh (this sucks because you have to resub)

Enabling gifting can be done two ways, when someone gifts in chat, you can click on their gift box at the top of the chatbox in chat and there there will be a box to say "ALLOW GIFTING" you can click on, or as said before, you can click on JOIN, 3 dot settings icon, gift settings, flip the enable switch
You have to do this INDIVIDUALLY for each channel (very homosexual)
