Fun fact: Ayame & Moona both have loli facial proportions (the eyes are wider and closer to their chin than other Holos) meaning that if they were smaller in body they would count.
There are of course plenty who have flat-chested bodies but not correct facial propertions (Rushia falls into this category). Pettan for sure, but not loli.
