It's fine to have periods where the schizo activity wanes, leaving the Empire at relative peace, and where it suddenly ramps up again and everyone's scrambling to defend themselves from the sudden raids. As for /rose/, that's something you're going to have to work out with Rose-senpai. But given the Empire essentially just treats that land like impenetrable jungle, I don't think there's much you have to worry about on that front either. Selenium will make noise about the rosebutas living on "their" land, but why would the rest of the Empire take them seriously at all when everyone knows they essentially just extended their maps over what everyone else has always considered another section of the Badlands?
