Letting your talent pick the design and the persona is how you get the nijisanji roster.
They obviously have most of the leverage and they can choose what they want to play, but it is Cover who ultimately designs and greenlights anything they do. Suisei was denied several times because she wanted to use her own model and not one of the ones Cover gave her.
Holomyth probably had 10-20 designs and Gura chose shark and gave the general directions of "i like hinako note and I want my character to be that". Ina wanted to have her model be an outsider drawn by kuroboshi because she's a FGO fangirl. Mori probably had very little real input and was given a demon/shinigami model since she was DD. Kiara and Ame probably chose between their options, I dont think Ame would specifically go for a detective.
Mori is unsure because Cover tells you to "be authentic", and Mori irl is how she behaves in her omori stream, but they gave her a reaper rapper persona and encouraged her to be hard and rude, but also put "gap moe" as one of her core traits.
She doesnt realize it doesnt matter and you can actually drop character a month in and no one cares. Matsuri brought her brother in to sing and no one cared.
Source: This has been happening since they hired gen1 and most of the cast has answered questions about this. Yes you have input about what you want to do and play, but unless your idea is better than the designer's and marketer's you're going to have to compromise.
Also again EN/Myth is a themed generation. Maybe EN2 can manage to be 5 people completely disconnected from eachother but Myth had a clear art and design direction. "Shark" is already a massive stretch.
