It also depends on what she's trying to communicate, like when she speaks japanese she's almost always saying something enthusiastic or thanking her JP viewers, so it makes sense that she sounds more cheery. But when she speaks in english she's trying to find the correct words to express her thoughts since she's not that fluent, and can sound more serious because of that, but she has her dorky moments too (like when she was fangirling over kronii)
And of course when she speaks in her native tongue she just does it without care.
Some say she sounds dead inside but she's actually really playful in her own way.
