From what I've gathered in the past several months, the only thing that is completely off the table now are official outfits that drastically change the character, such as animal body parts and complete hair color changes (and these can still be done providing it's made obvious that they're accessories, like the cat ears being headbands).
Alternate models that are clearly used for gag purposes can still be used, albeit sparingly. She can't spend an entire week streaming as Bee Ame for example. She can't use Armando unless it's an obvious skit or clear gag "lol look i'm fooling around, but this isn't actually my real model". Cover are also very supportive and on board with Smol Ame. I also don't think Ame uses her studio enough for the limitations to become noticable.
Basically, I'm not all that worried.
