You seem to be trying to make a point about it being more inclusive, but not everyone can be a competent writer, it's by no means a more common trait than knowing a programming language. So saying "it's not that hard outside of writing" means literally nothing.
Though you are also probably underestimating the art costs of making a good VN, good backgrounds in particular are really expensive and tend to be the most limiting factor, they also in turn limit what kind of scenes you can write. But of course that also applies to character designs, music, CGs and all of that.
