Basically the "none of the above" option if you fail to raise your 'mon well enough to meet the requirements for any other evolution. But as kind of a secret/reward, if you then turn things around and raise these junk 'mons really well they have the potential to evolve into rare and powerful 'mons that can't be obtained in any other way.
