So RE2 remake has dynamic difficulty, the reason Gura suddenly finds so much ammo is because the game notices this and gives you more, if you tend to kill shit with your knife a lot then ammo picks are all random and tend to be less.
Funny enough the difficulty for her has to be fairly high because she didn't die until much later.
