She looks like a moeblob, and the person designing her fell into the trap of trying to balance dark skin with light features. Dark skin works best with even darker features (hair, tattoos) and deep/rich colors.

The "Dark skin needs bright hair" idea is something I hate seeing in anime. It doesn't work. It's not desirable anywhere. They keep applying basic color theory like they're straight out of high school.
Dark skin works best with vibrant colors and accessories. The sooner they accept and apply this, the sooner these designs will take off.

There's no need to offset it like that. Brown skin and dark hair work wonderfully with subdued hot colors, and they wear gold/silver accents better than anyone else. You can also throw on a mishmash of colors that are enhanced by the dark skin, and make use of supporting dark colors without generating contrast.
