2 is a bit more silly overall because 1 was a passion project, lead by a small b team at interplay that was mostly left alone.
Then, as 1 was releasing, higher ups suddenly saw how popular it was as a cash cow, and of course now you had both management and marketing dictating how a "fallout" game should be, and Tim just nope'd out- letting the greater company run roughshod and already flanderizing the game when it was only on it's second game.
