While no man can serve two masters, we were instructed to humble ourselves by serving our fellow servants, and to respect legitimate lawful authorities; as when Christ washed the feet of his disciples and told them that should they refuse, then they would have no part in him, and also instructed the Pharisees to "give unto Caesar what is Caesar's" rather than demand the Jews withhold taxes, never mind refusing to launch an ethnic insurrection against Rome as everybody expected the messiah to do (bearing in mind that their subjugation by the Romans was expressly allowed by God as a punishment for the Israelites' idolatry).
Our Lord is called the "King of Kings" for a reason, after all, and indeed no worldly national authority exists that was not permitted and authorized in heaven prior to ratification upon the earth - yes, even the temporary spiritual regency of the Adversary himself over the Kingdom of the World.
