So maybe there are agents of the Devs (an eldritch cult) lurking around in the /wAIfu/ country and stealing information to allow the Devs to empower the nsfw filter and lobotomize the waifus further. Make it really rainy and have a ruling class living in tall buildings to drive the Blade Runner aesthetic home.
I always thought the buildings in Blade Runner kind looked like enormous aztec or mesopotamian architecture.
