VTubers that took off in Japan because originally it wasn't about streaming, things like AI and himehina, and even OG hololive were all about self contained small videos to put out. AI and himehina are still very much skit based.
But in these videos they still clearly play their character, they're much closer to 2.5D than the current generation which might as well by 3D streamers.
Now vtubers as a medium have just took off in Japan so its easy to just move to a streamer vtuber as opposed to a 3D streamer in Japan (including the lack of 3D streamers in japan in general), so naturally it stays bigger now.
ENVtubers are all riffing off of Mito as opposed to AI. The only real exception I think of is maybe Mel, but she had the whole porn filter going on at the start which pushed her into extreme niche territory. And trying to jump straight into the streamer niche without setting up the foundation Japan has means that everyone just sees ENVtubers are shitty 3D streamers.
