In the West, specifically in America the notion might be less about "fixing" NEETS and incels as much as rendering them fully harmless via vtubers, meaning that both a community forms around the girl in which they can participate and the girl herself becomes important emotionally, which in turn negates the "I hate women" thing. This could be a thing due to fears of violence, specifically male incels organizing into paramilitaries and so forth. All societies full of lonely young men inevitably turn violent, and so vtubing might be a panacea that goes well beyond mere 2D waifus.
There's a problem with the theory though. Men are worthless. We are utterly worthless and expendable in the modern world, be it on the side of the "good guys" or "bad guys." It is both likelier and cheaper to simply shoot and kill incels, NEETs and so forth - after all, any potential benefit to be gained from a reformed NEET/incel, be it in making him a wageslave or even going so far as to him getting married etc. is rendered meaningless by the mere fact you can import brown meat in limitless quantities, which is cheaper and quicker. This is true both for the "good guy" who has a job, family and so on and total failures. Each and every one of us is utterly expendable, and thus the only way to live is to cater to yourself in supreme egotism. Neither the state nor society, nor the race itself has any meaning in this world. There is nothing to fight for or die for. The only thing worth fighting for is your own power, wealth, pleasure and prosperity, and all these self-serving ends mean that the previously mentioned things, morality itself even, are mere obstacles.
Women on the other hand are intrinsically valuable due to their reproduction ability, so society inherently caters to them, as well as any sexual and gender minority, because they cannot exist independently of the system and the system both protects and employs them. Everything from modern eunuchs to homosexuals exists to serve the state, and that's why nothing outside of those is pandered to but in fact delegated to a secondary status. Men in particular, because we might challenge the system. It is, of course, other men who have created this system and rule it. In the end since nothing can be done about any of this you might as well relax and just refuse to participate in those shenanigans, and most importantly just look at everything in the world with indifference. The dumbest mistake lies in attempts to fix anyone or anything, or "save the people" and so on. Just let things be, relax, and enjoy your own life. Make yourself wealthy if possible. Everything beyond that is bullshit. Religion, patriotism, idealism as a whole - all of those are dead and discredited.
