My two justifications and dialogue convenience and character narrative.
Reacting to something with embarrassment bring dialogue riposte to a screeching halt, and puts the blame on the other person. It doesn't do much good for conjuring up consent.
The only reason it works for the others is because MC-kun catches on that Petra WANTS to be pursued. And with Selen, it's just funnier when she gets bullied.In terms of character narrative, it shows Rosemi as being unexpectedly receptive, which is a subtle green flag to the MC, and shows that Rosemi may actually be thinking certain things we're not privy to, but chooses to act a certain way. Also, Rosemi does tend to get flanderized as a dummy, but I feel like I put in enough of her good traits (earnestness and politeness), that it's not too slanderous.

Yeah, in Ninisanni Scenario, the common route is more of a sampling, with the ends being short and sweet. Because of the scope of the project, I didn't have time to fill in the gaps as much as I wished to, which I intend to correct in a future work.
