I think it's got something to do with their weird obsessions of "(false)phimosis" when it comes to non-cut individuals, being portrayed as childish and immature. So as the contracting opposite, the hyperdicked futa has their foreskin contracted ridiculously far back, as a sort of antithesis to the phimosis idea.
