Also, of course other countries that do not prosecute crimes will have lower crime rates, because they don't even charge the crimes. This guy didn't add to the murder stats despite slashing a woman to death, because they didn't charge him with murder. Similar to how some countries suicide rates are so low, but their 'electric fan suffocation' deaths are so high.
