Chubas are people, not assembly line products. You'd need to find a chuuni weeb who's a well adjusted gigachad with no prior baggage who's in love with the concept of vtubing, one that also has ultra high test theatrical/improv skills and a track record of being a successful streamer. That's a pretty high bar for progression in the west where anime and games are seen as childish, creepy and autistic.
At this point it starts to look like hiring actual (voice) actors is the only way forward, unless they actually start hiring people with non-mainstream interests that will translate into their content. Pic related is an example of what I'm talking about. She does gunpla streams. It's more /toy/ than /m/, but it's a niche Nijisanji EN hasn't tapped. The chubas they should be getting shouldn't be from here or cgl. They should be from all the boards and have a diverse array of content/interests to capture all untapped market share.
The issue with hololive and Nijisanji right now is that they're cannibalizing themselves and not branching out, and having their existing chubas pander won't work because TRUE FANS can instantly detect insincerity. This is the trap they've fallen into, and I'm stockpiling chuba coins to go all in on whichever company actually panders to my own niche. That'll be the company I'd place bets on, because innovation is the lifeblood of industry.
