1. I could power cycle my router a dozen times and not get a new IP.
2. Even if I didn't have what basically amounted to a free static IP from my ISP, resetting the router wouldn't change it.
3. You'd have to reset your cable/DSL modem. If you've got FttH, you may have to unplug the battery backup to your ONT.
