I can see them perceiving it as a damned-if-you-do-damned-if-you-don't scenario. Even if it's not, even if that is a false choice (I think it is false), the fact that they perceive it that way will still drive their actions. In that case, Japanese corporate culture being what it is, I can see the risk-averse strategy of locking things down being the path they want to take. I don't agree with it, but I get what's going on.
