Putting someone like Henya, who gained an audience because there used to be less competition in the EN vtuber space, in a Hololive gen would go against Hololive's whole ideal of raising the bar with each gen and giving the audience vtubers BETTER than they even know they even want, because they don't have a point of reference outside of other Hololive members. That's how they stay on top, they're the best of the best and that's why nobody from any other agency even comes close to their level of quality.
