I don't know what the command lines are, but generally for soundposts that are a minute long, I aim at a resolution of 360p with CRF between 40-50. For context generally crf 20 and bellow leaves little artifacts, but I basically just run it at progressively higher CRFs until the file-size would be bellow 3MB without audio.
But also yours has a shittone of movement, which just eats into filesize.
