Making an accessible base in space with much lower gravity would function well for both flat launch pauds and potential spaceelevators in the future, it'd be capable of multiple launch sites too.
A space port that acts as a defense system for the space elevator in space itself would also be a good idea as long as it can maintain position or orbit a heavenly body
