/wvt/ considers Ancestral wigglies smart enough to hold weapons, so the original wiggly was at least dolphin level.
As far as I know no wiggly can speak. When they do, it is just a goddess wearing their shape.
Retro wigglies make 8 bit sounds, and some seem to make out noises resembling the name of their Chuuba or or one of their iconic phrases. ( Luna wigglies are reported as going "Nanora Nanora nanoraaa" [soundpost]). In this they are much like crows. It is quite possible they have been bred exactly to make only a particular noise, since said noise varies a lot between breeds.
