The reason why you need to do this is that the Dynamic Thresholding with SDE causes SDE to go too far in its last step, causing images to deep fry. This is apparently a breaking change to the Dynamic CFG Thresholding extension which they have said they will address in a future "feature" update.
In Pic Related, we can see how Cosine down scales vs half cosine down. Cosine down is the red line, while Half Cosine down is the blue line. With Cosine down, you should set your minimums to where you want your gen to end, while with half cosine down, you will need to go further with your minimums in order to get similar results.
