It could simply be that Cover doesn't want to risk either the Japanese government getting made that they didn't include work in the itinerary, or get denied because 'sending tweets' isn't 'real work,' so they just don't include it. I could be completely wrong, I don't work in Japan and don't know what happens in the background.
