I would say religion is a bit more important than the others, as you need to at least respect the worship of Mori to be welcome. So if your religion forbids this, you'll have issues. If they can do that, people from any species and from anywhere can immigrate. Borders are open, don't even have to take a test or nothin'.
Because of their highly magical nature, I think catalognauts would be heavily regulated by the Goddess Faithful. Those guys would nurture only home-grown catalognauts of infallible loyalty and Mori-type affinity, probably. I can imagine other types of catalognauts would be allowed to operate for private interests as long as they weren't causing any trouble though.
