They could do all this but basically their current viewership levels are often in small corpo tier, so they'd be starting out from near the bottom of the hill again trying to work their way back up in reputation.
It's kind of like if your car is old and becoming a beater, you start to skip on major repairs or maybe even cosmetic stuff if the car is low-value, because it's not worth the effort giving the car a huge tune-up vs just letting it run its course until its engine/transmission dies and then getting a new car. Thing is there is no new car to replace nijiEN, or so I would think. so they'll just keep driving this beater of a branch because they do not have the resources or will to repair it fully because after all, that would require effort. It also could be said that if they do a cleansing by fire full dogeza for the EN branch then the JP audience might notice this makeover and demand a similar course of action, which would be far riskier for them to even attempt to do and they'd rather not mess with what's working there.
