Read the guidelines properly, he's entirely allowed within them to ask for donations or even set up a patreon. The only thing he isn't allowed to do is to charge people money for it, as long as it remains on a "hobby" level, and asking for donations definitely is, he's clear.
And the guidelines are super vague anyway on purpose, so it entirely boils down to how much cover likes you. And I think we can safely say that cover likes him alot.
