We've had people write a bunch about a single city, and I guess you could make an argument something like a diary is worldbuilding an individual lol. I guess most stuff gravitating toward the nation scale is just preference? Though there's a also a sentiment that you need to build a foundation to start building smaller stuff on, IE to make a school you need a city, to make a city you need a country etc. Not saying that is actually necessary, but I can see why people would want to do that.
