It also has the fish which she hasn't taken off since she first revealed it so the outfit immediately jump to her favorites, add on to that her casual outfit having all her hairstyles now and you can see how her dress gets even lower priority.
This doesn't mean she hates her dress, Ame idolizes Nabi-mama so if she gave her a potato sack outfit Ame would probably love it.
Is just that she has better options and opportunities in the other outfits.
