There is no monetary incentive, you will simply be replaced and being jobless is extremely shameful since you need to marry (unmarried after college is shameful) and care for your aging parents (you are an only child and moving out is shameful). They are corralled into this and it ruins them socially and financially, they're not baited in with access to a modern lifestyle.
People from poor provinces aren't even allowed to move into the city or go to college. They're not going to be given these jobs anyway, since being a peasant is so shameful (you will never recover from this). They're a country of Airis, not Himes.
