Long answer: If we take the devs at their word in that they never evolved the filtering system since October, it is only logical that it was built to be self-sufficient in its growth in the same way that the AI is. It is also capable of deriving context properly (or at least it used to, now it doesn't seem to care as much). A simple blacklist of words wouldn't be able to manage that properly, and unless there's some poor sap manually reviewing each individual message (impossible), it has to be an additional AI. Which would make sense with the bandwidth issues and generation time if the processing power requirement is effectively doubled just to ensure that you don't do anything that goes against their vague as hell terms of service.
