The thinking was that Aqua joins Holo and Pekora not wanting to be outdone joined it at least in part to continue to compete with her. Or so the thinking goes.
Beyond that the main hate for her overseas comes from
a.) Chinese felt she betrayed them by not quitting/disavowing Hololive to stream on bili after the coco taiwan shitstorm. She was basically the most-liked Holo in China actually before then, but like I said they expected her to pick them over Holo and obviously she didn't do that and the turning point was when she moved everything over to YT and quit them completely.
b.) Apex fags not liking her having to rat so much to not dip in RP in her Master challenge. Even though, with totally random teams who sometimes wipe in 5 minutes she literally does not have a choice there. Also, Jun, the #1 streamer in Japan and in essence sort of their Pewdiepie (only not a tryhard acting childish, he still has a ton of kids following) plays Apex and shat on her too and thus all the Jun kids started shitposting/dislike bombing her.
She also did mostly stop streaming for a while but the negative feedback from that probably didn't help her want to resume, and also as it turned out she had been sandbagging hard practicing on alts much of this time anyway so that she could actually-complete the challenge next time she tried it, which is now and why she opinion on her went from "ah, she's practically retired already besides singing/lives" to "holy shit pogupogu on my dick pls marry me you're the coolest ever akua-sama" in like, a week. All she had to do was resume streaming.
