Although personally I take inspiration from Napoleonic France moreso than say Russia and Britain. But it is reasonable that a relatively secular and democratic state would not have close or at least good relations unless there's a common enemy and they have the time to slowly build mutual trust and positive reception of each other.
But we might be able to work on that common ground though, what do you say we export some machinery to you so you can out compete the clocks.
