As a data point: almost without exception all the middle range JP cosplayers and Taiwan cosplayers (and also some top ones too) did Gura in the past few months.
I keep tabs on it and I never saw a breakout character get this much cosplay since maybe Azur Lane's Taihou, and even then Atago, Belfast and St Louis got at least the same level of attention.
Gura got so much attention in the cosplay community even "Level 1 mook" porn thots not only cosplayed as her but got fuck in full cosplay too.
Before that I only had seen ZeroTwo get this much attention (although more recently Sam the Samsumg assistant got her share of attention too)
